About this opportunity

The State of Maine is soliciting bids for GM Silicone components (Part Number 12378521) for vehicle refurbishment and repair at production facilities in Limestone, Maine, with bids due October 29, 2012. This is a one-year purchasing agreement with a projected volume of 100–125 units per month and potential extension beyond the initial term.

Bidders must submit fixed contract prices FOB destination to Limestone, Maine 04750, inclusive of all freight and delivery charges regardless of order quantity or partial shipments. First delivery capability is required within 30 days of award. No substitutions on the specified part number are permitted. Bidders must provide certificates of conformance to military and OEM standards and be prepared to submit product samples for evaluation at their own expense. The solicitation is subject to Buy American Act requirements and contract award is contingent upon successful screening through the federal Excluded Parties List System (EPLS).

All vendors must complete a Debarment Certification, certifying that the company and its principals are not debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded by any Federal department or agency. Within the three-year period preceding the proposal, the vendor must certify it has not been convicted of or had a civil judgment rendered against it for fraud, criminal offenses related to public transactions, anti-trust violations, embezzlement, theft, forgery, bribery, falsification or destruction of records, false statements, or receipt of stolen property; is not indicted or charged for such offenses; and has not had a public transaction terminated for cause or default. Vendors must not knowingly enter into lower-tier transactions with debarred or excluded persons without authorization from Maine and must include debarment certification clauses in subordinate solicitations.

All inquiries must be directed to the State Purchasing Division. Additional state purchasing division requirements may apply beyond those outlined in the solicitation.
