About this opportunity

The Town of Manchester in Hartford County, Connecticut, is seeking qualified vendors to supply Glycerin Based Supplemental Carbon for its Water and Sewer Department through an on-call contract. The procurement aims to establish a pre-qualified pool of suppliers who can provide the product on an as-needed basis, with typical deliveries ranging from 4,000-4,500 gallons and an estimated annual volume of 20,000-30,000 gallons. The Request for Proposal (RFP) #23/24-112 was released on July 12, 2024, with a deadline for questions on July 22, 2024, and a proposal submission deadline of July 24, 2024, at 11:00 am. The initial contract term will span from the award date until October 31, 2025, with potential annual extensions for up to four additional years. Vendors must meet stringent product specifications, including requirements for purity, debris/particle size, methanol content, specific gravity, viscosity, pH, flash point, and fatty acid content. Evaluation criteria are equally weighted across four categories: accuracy and responsiveness to requirements, supplier qualifications and experience, successful performance on similar contracts, and cost. When a delivery is needed, the Town will request quotes from pre-qualified suppliers and place a purchase order with the vendor that best meets their needs, prioritizing cost, delivery time, and product availability.

The procurement includes a Living Wage Certification requirement, where bidders must certify their status as a "Covered Employer" under the Manchester Living Wage Ordinance (Chapter 212) and commit to paying required wages to eligible employees. Vendors may be exempt if they are a nonprofit organization, employ fewer than 25 eligible employees, or have an annual contract value less than $25,000. There are no specific set-aside designations for disadvantaged enterprises mentioned in the documentation. The Town reserves the right to negotiate with vendors and will select the proposal providing the greatest overall benefit. Suppliers must deliver products in clean tanker trucks and assume full responsibility for off-loading and associated health, safety, and cleanup responsibilities. While no specific budget range or award value is explicitly stated, the estimated annual product volume of 20,000-30,000 gallons suggests a potentially significant procurement opportunity. The Town makes no guarantee of specific assignment volumes, emphasizing that the contract is intended to establish a flexible, on-call supply arrangement for glycerin-based supplemental carbon.

If multiple suppliers are pre-qualified, when a delivery is needed, the Town will request quotes from each pre-qualified supplier, and a Purchase Order will be placed with the vendor that best meets the needs of the Town at that time. Deliveries shall typically be 4,000-4,500 gallons, with an estimated total of 20,000-30,000 gallons per year. This is an estimate based on past usage only; the Town makes no guarantee of assignments associated with this Request for Proposals.
