About this opportunity
Comal County, Texas is soliciting construction bids for a new wastewater treatment plant with proposals due October 15, 2026. The procurement includes two distinct projects under a single opportunity: a new treatment facility in Comal County and an Air Scour A Replacement project at the Thomas S. Mackey Water Treatment Plant in Texas City (Project No. 5621), managed respectively by the issuing jurisdiction and the Gulf Coast Water Authority.
The Comal County scope encompasses influent screening, an activated sludge package treatment plant, ultraviolet disinfection, biosolids dewatering, associated structures and appurtenances, modifications to an existing influent lift station, and installation of a new force main between existing and new facilities with a river crossing. The Texas City project (Air Scour A Replacement) involves demolition of existing blower equipment and installation of a replacement system with mechanical, concrete, and electrical components. Eight primary bid items structure the Texas City contract: mobilization (not to exceed 3% of total bid), independent power feed installation, demolition, concrete work, blower and mechanical equipment installation, electrical work, and control panel installation and relocation.
Substantial completion is required within ninety calendar days of contract commencement; final completion within one hundred twenty days. Liquidated damages are $200 per day for delays beyond substantial completion and $250 per day beyond final completion. Bidders must submit 5% bid security as a cashier's check or bid bond. Performance and Payment Bonds equal to 100% of contract price are required for awards exceeding $100,000 and $25,000 respectively, issued by sureties rated minimum A- by Best's Key Rating Guide and licensed by the Texas Department of Insurance. The Authority retains 10% of progress payments until final completion. Contractors must submit historically underutilized business subcontracting plans and comply with Texas Ethics Commission Form 1295 and conflict of interest questionnaires. A non-mandatory pre-bid conference and site visit are scheduled for September 30, 2026 at 10:00 a.m. in Texas City.
