About this opportunity
The City of Glenwood Springs in Garfield County, Colorado, is seeking proposals for a comprehensive crack sealing project through RFP 2025-35P. The procurement focuses on addressing horizontal and lateral cracks in asphalt roadways and sealing concrete curb and gutter joints across multiple city streets, including 21st through 27th Streets, Blake Avenue, Lincolnwood, Bennett Avenue, Red Mountain, and sections of Wulfsohn and East Meadows. The project requires approximately 50,000 pounds of crack sealing material, with the city providing a priority list for road maintenance. Bidders must submit a detailed proposal through the Rocky Mountain E-Purchasing System, including a cover letter, bid schedule with unit pricing, project timeline, warranty information, and three references from similar projects completed within the last five years. Key submission and evaluation dates include August 21 for questions, August 22 for the question addendum, and August 27 for proposal submissions, with a target award date of September 4, 2023. The city will evaluate proposals based on qualifications, compliance with requirements, and best overall value, with pricing being a significant but not sole determining factor.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Bidders must meet comprehensive insurance requirements, including a $2,000,000 general liability policy aggregate and a $1,000,000 umbrella policy. While no incumbent vendors are mentioned, the project will be managed by Matthew Langhorst, Director of Public Works. The city reserves the right to accept or reject any proposals and may not award the full project due to potential budget constraints. Although a specific budget range is not explicitly stated, the contract template indicates a maximum price limit will be established, with payments processed through incremental progress payments subject to a 5% retainage. Contractors will be required to provide all necessary management, labor, materials, equipment, and permits to complete the crack sealing project in strict conformance with the specified plans and specifications.
