About this opportunity

The Pennsylvania Department of Transportation is soliciting bids for replacement of two bridge structures on State Route 28, Section 555 in Summerville Borough, Jefferson County, with bids due July 16, 2026. The project replaces the Glen-Gery structure (a single-span concrete slab bridge over a tributary to Redbank Creek) and the Runaway Arch structure (a reinforced concrete arch over Runaway Run) with precast reinforced concrete box culverts, along with associated clearing, grubbing, excavation, asphalt paving, guide rail installation, drainage systems, traffic control, erosion and sediment control, and utility relocations.

The estimated contract value is between $2.5 million and $5 million. The project is federally funded under the National Highway System (NHS) and includes federal compliance requirements: Buy America and Build America provisions, material certifications through the ECMS system, NPDES permit compliance for erosion and sediment control, and prohibition on unmanned aircraft systems from specified foreign entities. Contractor prequalification is required. There are no DBE set-asides; wage rate requirements apply.

The bid package contains over 150 line items, including lump-sum items for mobilization, equipment packages, construction surveying, and traffic maintenance, and bridge removal. Road User Liquidated Damages (RULD) will be assessed for traffic-milestone noncompliance at daily penalties of $4,086 for the Runaway Arch structure (83-day deadline) and $9,756 for the Glen-Gery structure (90-day deadline); traffic restrictions are permitted for only one structure concurrently. Notice to proceed is anticipated August 31, 2026, with required completion by December 10, 2027. A public bid opening will be held at the Commonwealth Keystone Building in Harrisburg; no pre-bid meeting is scheduled. Contractor submission must include certified payroll records, material certifications, DBE payment documentation, and post-construction stormwater management as-built documentation prior to final payment. This is an ECMS project; all addenda will be posted electronically.
