About this opportunity
The City of College Park, Georgia is issuing a Request for Proposal (RFP 26_51) for comprehensive landscaping and public realm improvements at the Georgia International Convention Center (GICC) campus. The procurement encompasses two integrated components: Part One involves campus-wide landscape revitalization including site assessment, design development, vegetation removal and replacement, installation of new plant materials, soil preparation, and limited hardscape enhancements; Part Two consists of transforming the Camp Creek Parkway embankment into a signature gateway feature that integrates landscape architecture and public art, potentially including a low landscape wall feature (approximately 4 feet in height) for slope stabilization and visual enhancement. Deliverables include installation of approximately 500 shrubs, 200 ornamental trees, 400 evergreen trees, 400 flowering shrubs, and 1,000 square feet of stone pavers across both components. Qualified contractors must demonstrate design quality and innovation (30% evaluation weight), experience and qualifications (20%), installation feasibility (10%), technical approach and understanding of scope (20%), and cost proposal (20%). Critical dates include a non-mandatory pre-bid conference on May 13, 2026 at 10:00 AM EST via MS Teams, written questions deadline of May 15, 2026 at 3:00 PM EST via BidNet Direct, and proposal submission deadline of May 27, 2026 at 3:00 PM EST through the BidNet Direct platform with bid opening on the same date. Contractors must obtain all required permits, furnish a bid bond equal to 5% of the bid amount, provide performance and payment bonds each equal to 100% of the contract amount, carry minimum insurance including Workers' Compensation per Georgia law, Business Auto Policy ($1,000,000 per claim), Commercial General Liability ($2,000,000 per occurrence), and Professional Liability ($1,000,000 per occurrence), and complete a minimum of 51% of the proposed work. All plant materials carry a minimum one-year warranty with contractor responsibility for replacement of failed plantings at no cost.
The City offers local preference to businesses with a staffed physical location within College Park city limits for at least one year prior to bid submission, allowing such vendors to bid up to 3% higher than the lowest non-local bid for projects up to $150,000 or those exceeding $150,000; however, this preference does not apply to purchases exceeding $1,000,000. All contractors and subcontractors must comply with the federal E-Verify work authorization program. The contract will be awarded for one year with options to renew for four additional one-year periods to the most responsive and responsible bidder. No incumbent vendors or specific technology integration requirements are identified in the procurement documents. The City of College Park is exempt from federal and state sales tax obligations. The City reserves the right to reject any or all bids, waive technicalities, and will accept or reject all bids within 90 days from the bid opening date. No specific budget range or award value is provided in the available documentation.
