About this opportunity

The Greater Hartford Transit District (GHTD), a quasi-municipal corporation operating under Chapter 103a of the Connecticut General Statutes, has issued Request for Proposal (RFP) #07-023 seeking a third-party administrator for drug and alcohol testing services for the Statewide Drug and Alcohol Testing Program Consortium. The primary procurement objective is to secure comprehensive drug and alcohol testing third-party administration services, including Medical Review Officer (MRO) services, for the District's transportation operations. The solicitation requires a qualified firm to provide end-to-end administration of drug and alcohol testing programs, with specific focus on maintaining compliance and supporting the District's sixteen member towns' transportation services. Key dates for this procurement include a virtual pre-proposal conference scheduled for February 7, 2023, at 10:00 AM via Zoom, a vendor question and answer period running from January 26 to February 10, 2023, and a proposal submission deadline of February 28, 2023, at 2:30 PM EST. The District owns and operates critical transportation infrastructure, including Hartford's Union Station Transportation Center Complex and the ADA Paratransit Operations and Maintenance Facility in East Hartford, which underscores the importance of a robust drug and alcohol testing program.

While the RFP documents do not explicitly specify set-aside designations, the solicitation includes supplementary documentation related to Small/Minority Business Enterprise (SBE/MBE) certification requirements, suggesting potential opportunities for disadvantaged business enterprises. The RFP is open to all vendors and does not restrict participation based on business size or type. No incumbent vendor information is provided, and the documents do not detail existing infrastructure or technology integration requirements. Additionally, the solicitation does not disclose an estimated contract value, budget range, or specific contract term length. The delivery terms are specified as Free On Board Destination, with payment terms to be vendor-specified. The lack of detailed financial information suggests that pricing and contract specifics will be determined through the proposal evaluation process, with potential negotiation following initial submissions.
