About this opportunity
The State of Maine Division of Purchases is requesting quotations for Get Vaccinated Posters, with bids due September 10, 2012. Submissions are electronic only through the State of Maine Vendor Self Service (VSS) platform, closing at 2:00 p.m. local time.
The procurement carries a significant environmental preference: Maine's certified wood products policy mandates that bidders specify the percentage of post-consumer recycled fiber and certified virgin fiber content in all proposed materials and provide proof of chain-of-custody certification from recognized third-party certifiers (American Tree Farm System, Forest Stewardship Council, Master Logger Certification Program, Programme for the Endorsement of Forest Certification affiliates, or Sustainable Forestry Initiative). Award decisions prioritize recycled or certified fiber content; the State is authorized to pay a price premium of up to 4% above the lowest bid to achieve 100% post-consumer recycled or certified virgin fiber content. If no bids meet the 100% threshold, preference is given to products with the highest percentage of recycled or certified fiber content, provided the price does not exceed 4% above the lowest submitted bid price.
The scope includes adolescent vaccination educational posters designed to promote immunization against Tdap, Meningococcal, HPV, and Influenza, with messaging tailored to discourage disease transmission and encourage healthcare provider consultation.
Evaluation criteria include price (minimum 25% weight), quality, conformity with specifications, delivery time, and total cost to the State. Payment terms are net 30 from receipt of a correct invoice. All quotations must exclude federal and state taxes. The State reserves the right to reject any or all quotations, waive irregularities, partially accept quotations, or adjust quantities by up to 10% at agreed-upon pricing.
