About this opportunity
Clear Creek County and the City of Idaho Springs are seeking geotechnical services for a comprehensive Highway 103 Waterline project, which involves constructing a new 16" C900 PVC waterline in two distinct phases. The first phase will encompass approximately 4,860 linear feet of waterline, beginning at the Idaho Springs Water Treatment Plant and terminating near Interstate 70 exit 240. The geotechnical services required include extensive construction testing across multiple categories, specifically soil proctors (approximately four tests), pipe embedment and backfill compaction tests (125 estimated tests), asphalt concrete mix sampling and testing (minimum 44 tests), and concrete cylinder compression tests (three sets of cylinders). Proposals are due electronically by February 28, 2025, through the Rocky Mountain E-Purchasing System, with a Notice to Proceed already issued on February 18, 2025. Bidders must adhere to specified testing methodologies, including ASTM and AASHTO standards, with provisions for additional testing beyond base requirements. A limited geotechnical evaluation performed by Ground Engineering in July 2023 is available upon request to provide additional project background.
The procurement does not explicitly indicate specific set-aside designations or restrictions on responding organizations. Site access is described as open, with easy equipment transportation capabilities. While no incumbent vendors are mentioned, the project involves critical infrastructure improvements for water distribution in Clear Creek County. The document does not specify a precise award value or budget range for the geotechnical services, though the comprehensive testing requirements suggest a substantial scope of work. The project will include necessary labor, supervision, equipment, tools, and materials for constructing the waterline, with specific attention to hydrants, valves, tie-ins, service line connections, creek crossings, and road restoration. Interested contractors should carefully review the detailed RFP documentation and the available geotechnical evaluation to prepare comprehensive and competitive proposals that meet the precise technical specifications outlined in the solicitation.
