About this opportunity
The City of Charlottesville is requesting proposals for as-needed geotechnical services to support municipal construction and infrastructure projects, with proposals due November 17, 2026 at 2:00 p.m. through the City's OpenGov portal. The City encourages participation of small businesses, women-owned businesses, minority-owned businesses, and veteran-owned businesses through subcontracting and requires offerors to report anticipated subcontract amounts to these categories.
Scope includes subsurface exploration, laboratory testing per ASTM standards, analysis, and reporting of findings related to sitework and building construction. Services must be available within 48 hours of notice for ongoing construction projects and during standard business hours (Monday–Friday, 7:00 a.m.–5:00 p.m.) with after-hours availability as required. Assigned personnel must hold professional licenses and certifications in Virginia. Offerors must maintain professional liability insurance of $1,000,000 per claim and comply with commercial general liability and workers' compensation requirements.
The contract term is one year from ratification with options to renew for up to three additional one-year terms if agreed upon in writing. The City reserves the right to make multiple awards, designating the highest-ranked offeror as Primary and the second-highest as Secondary, with utilization based on availability, capabilities, and operational needs. Pricing is not detailed in the RFP; price adjustments during renewals are limited to the Consumer Price Index (CPI-W) unless the City determines higher increases are fair and reasonable. The City may terminate the contract at any time with 30 days' advance written notice.
Proposals are evaluated on a 100-point scale: methodology and practice (35 points), experience and portfolio (35 points), ability and availability to perform (25 points), and overall proposal quality (5 points). Offerors must provide resumes for assigned personnel and certify they are not debarred from federal, state, or local government contracts. No pre-proposal conference is scheduled.
