About this opportunity

The Oregon Department of Transportation (ODOT) is requesting bids for geotechnical drilling services on the OR203 Milk Creek-Catherine Creek Lane Realignment project near Medical Springs in Union County, with bids due May 21, 2026 at 5:00 p.m. PST through the Oregon Buys eProcurement System.

The scope requires two track-mounted rotary geotechnical drilling rigs with dedicated crews to advance forty-five geotechnical drill holes to depths ranging from 15 to 50 feet below ground surface. Work includes Hollow Stem Auger drilling (estimated 925 feet), HQ3T wireline coring (435 feet), Mud Rotary drilling (50 feet), Standard Penetration Test sampling at 2.5- to 5-foot intervals (360 samples), Shelby tube sampling for cohesive soils (16 samples), and drill hole abandonment (1,410 feet). The site is located at Highway 340 Mile Post 9.78–11.40, approximately 9 miles southeast of Union, on forested agricultural lands and hillslopes accessed from existing unimproved dirt roads; minor brush clearing and grading will be required at approximately ten locations.

Work must commence on or after September 1, 2026 and be completed by October 30, 2026, with a maximum of 20 consecutive business days for drilling activities. Liquidated damages of up to $1,500 per business day apply for failure to meet the completion deadline. Prevailing wages do not apply to this services contract.

ODOT will award to the lowest responsible bidder whose offer complies with requirements and best serves the agency, considering price and performance on similar ODOT projects. Bidders must submit unit prices for lump sum items (Administration, Mobilization, Per Diem, Drill Site Preparation, and Temporary Erosion and Sediment Control), as well as per-foot and per-item pricing for drilling, sampling, and abandonment. Site visits are available by appointment Monday through Friday during normal business hours with an ODOT representative, requiring 48 hours advance notice. Selected bidders must provide certificates of insurance, conflict of interest disclosures, responsibility inquiries, and nonresident bidder forms if applicable.
