About this opportunity

The Oregon Department of Transportation (ODOT) is requesting competitive quotes for geotechnical drilling and sampling services for the I-5 MP 1.6 Wildlife Crossing project in Jackson County under RFCQ S-73000-00017429, with quotes due August 5, 2026.

The scope requires drilling approximately 20 holes to approximately 50 feet depth using 4-inch inside diameter hollow-stem augers (HSA) advanced to refusal, followed by HQ3 wireline coring with a minimum 15 feet of continuous core recovery; conducting Standard Penetration Tests at 2.5-foot intervals to 20 feet and 5-foot intervals thereafter; obtaining thin-walled Shelby tube samples in suitable cohesive soils; and installing vibrating wire transducers at four designated drill hole locations. The contractor must provide all equipment (including rubber track drill, water truck, and truck rig), machinery, tools, supplies, materials, fuel, water delivery, safety equipment, and skilled personnel. The contractor must have a minimum of three years' experience with geotechnical sampling and provide a drill crew consisting of at least one drill operator with a minimum of three years' experience licensed by the Oregon Water Resource Department as a Monitoring Well Constructor and at least one experienced drill helper per drilling rig.

Mobilization must occur within 45 calendar days of the Notice to Proceed, with all work completed by October 30, 2026. The estimated drilling total is approximately 1,000 feet (500 feet HSA and 500 feet HQ3-WL coring), with approximately 160 SPT samples, 4 thin-walled samples, 4 VWT installations, 5 concrete/asphalt cores, and standby time for both ODOT-induced and fire-regulation-induced delays. Pricing is firm, fixed-price with line-item structure. Bidders must submit references from three comparable projects within the past four years. The contract is federally funded and subject to Buy America and Cargo Preference Act requirements. The apparent successful bidder must provide certificates of insurance (including $1 million Commercial General Liability per occurrence, $2 million annual aggregate, and $1 million Automobile Liability combined single limit), Responsibility Inquiry Form, Certification Regarding Debarment, W-9 Form, and proof of Oregon business authorization within five business days of intent-to-award notice. ODOT will provide traffic control, utility locate requests, water source identification assistance, and VWT instrumentation, sample containers, core boxes, and Shelby tubes. Award will be made to the lowest responsive and responsible bidder.
