About this opportunity
The Missouri Department of Transportation (MoDOT), St. Louis District, has issued a Single Feasible Source (SFS) solicitation for Geotab Pro Fleet Services, specifically targeting Pana-Pacific as the sole provider for these services. The procurement focuses on maintaining and expanding an existing GPS vehicle tracking system currently consisting of 290 active Geotab GO7 units. The primary objective is to continue using Pana-Pacific's services to avoid rebuilding the entire GPS system database, ensuring seamless integration and compatibility with the existing technological infrastructure. The solicitation period runs from May 11, 2018, to May 16, 2018, with a contract term scheduled from May 16, 2018, through May 15, 2020. Vendors are encouraged to submit responses electronically through the MissouriBUYS eProcurement system, with hard copy submissions also accepted. The key deliverable is the continued provision of Geotab Pro Fleet Services, which includes the ability to add new devices to the existing database while maintaining system integrity and functionality. The submission deadline is May 16, 2018, at 12:00 PM CDT, with payment terms set at Net 30 Days.
The solicitation does not specify any specific set-aside designations or restrictions on responding organizations. The procurement is structured as a single feasible source determination based on the proprietary nature of the Geotab system and the need for compatibility with the existing database. Pana-Pacific is identified as the incumbent and sole provider, with no mention of alternative vendors or competitive bidding. The existing infrastructure includes a functional Geotab database with 290 active Geotab GO7 units, which requires precise integration of any new devices. The estimated contract value will exceed $25,000 throughout the calendar year, indicating a significant investment in fleet management services. The solicitation follows Missouri Code of State Regulation 7 CSR 10-11.020 procedures for single feasible source procurement, which requires public notice for purchases over $5,000 and additional advertising for purchases exceeding $25,000. The procurement justification emphasizes the need to maintain system continuity and avoid the costly and disruptive process of rebuilding the entire GPS system database.
Opportunity text
The Missouri Department of Transportation, St. Louis District, has determined that only one known source, Pana-Pacific, can furnish the department with Geotab Pro Fleet Services to match existing GPS vehicle system. The St. Louis District currently has an existing functional Geotab database with Pana-Pacific including two hundred and ninety (290) Geotab GO7 active units. The database is already built and functioning and MoDOT needs to be able to add any new devices that may be required into MoDOT's existing database. This requires Pana-Pacific to be the Missouri Department of Transportation's service provider to avoid rebuilding the entire GPS system database. This notice shall meet the single feasible source posting requirements for two calendar years and in association with the needs described. Purchased services will exceed $25,000 throughout the calendar year. The contract period will run May 16, 2018 through May 15, 2020.
