About this opportunity

The City of Phoenix is seeking sealed offers for geosynthetic materials procurement through Invitation for Bid (IFB 26-SWDD-015) for the State Route 85 (SR85) Landfill cell design and construction project. The procurement involves four specific geosynthetic liner types: a 60 mil double-sided textured HDPE flexible liner (450,000 sq ft), Geosynthetic Clay Liner (3,400,000 sq ft), drainage double-sided Geocomposite (3,000,000 sq ft), and 12 oz. non-woven Geotextile (150,000 sq ft). Bidders must provide manufacturer names and product numbers for each line item, demonstrating technical capability, necessary manpower, equipment availability, satisfactory safety record, and positive performance history. The contract will commence on or about October 1, 2025, with an initial three-year term and two optional one-year extensions, potentially totaling five years. Key dates include a pre-offer conference on July 16, 2025, written inquiries due by July 23, 2025, and final offers due by July 30, 2025, at 9:00 am. The City reserves the right to add, change, or delete quantities or items as needed, with award going to the most responsive and responsible offeror.

The solicitation does not explicitly mention specific set-aside designations, but it does incorporate non-discrimination and civil rights provisions typical of municipal contracts. The procurement appears open to qualified vendors who can meet technical specifications and performance requirements. While no incumbent vendors are identified, the contract suggests potential for significant value, with large square footage requirements for multiple geosynthetic liner types. Pricing will be evaluated on a per-square-foot basis, with the understanding that estimated quantities are based on current cell construction calculations and may fluctuate. The contract includes provisions for compliance with various technical standards and safety regulations, and bidders must acknowledge sensitive security information requirements. Contractors will need to adhere to workplace safety measures, including heat illness prevention protocols, and demonstrate the ability to provide high-quality geosynthetic materials for landfill infrastructure development.
