About this opportunity

The Washington Suburban Sanitary Commission (WSSC), a bi-county agency serving Prince George's County, Maryland, is soliciting sealed responses for a Basic Ordering Agreement (BOA) to provide Geographic Information System (GIS) and Engineering Records Document Management Support services. This procurement seeks a consulting firm to serve as a technical subject matter expert delivering advanced GIS solutions for the water and wastewater industry, including data conversion, migration, enterprise application development, and training. Key deliverables and objectives include migrating to industry-standard data models that seamlessly integrate facilities with water distribution and sewer collection networks; implementing best practices for water/sewer GIS and Enterprise Content Management (ECM) solutions, including ESRI's utility data models; developing HTML5/JavaScript-based configurable applications for field editing, desktop data editing, and browser-based viewing on mobile and desktop devices; assisting with software upgrade planning and testing; developing workflows for document handling in FileNet and e-Builder; and exploring emerging technologies such as drones, ground-penetrating radar, LIDAR, and augmented reality visualization for asset mapping and integration with engineering records. Minimum qualifications require offerors to demonstrate at least five years of experience on projects of similar complexity and a project manager with a minimum of seven years of experience on water and wastewater infrastructure projects, with expertise in ESRI and IBM FileNet platforms, utility network data modeling using ArcGIS Pro, browser-based application development, data quality control, and enterprise GIS integration with asset management systems. Evaluation criteria are weighted as follows: Key Personnel (35%), Firm Experience (30%), Technical Approach (20%), and Pricing (15%). Sealed proposals must be submitted via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater prior to 2:00 p.m. on Friday, May 29, 2026, with a non-mandatory pre-bid meeting scheduled for May 7, 2026, at 10:00 a.m. and a question submission deadline of May 11, 2026, at 2:00 p.m. The base contract term is three years with one optional two-year renewal term that may be unilaterally exercised at WSSC's discretion, plus a possible 90-day extension at WSSC's sole discretion with 30 days' written notice.

This solicitation includes a 19 percent Minority Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) subcontracting goal, with certified African American and Women-Owned firms able to satisfy the entire goal and Asian American, Hispanic American, and Native American firms satisfying partial percentages of 18 percent, 7 percent, and 1 percent, respectively. All vendors seeking to do business with WSSC Water must register in the agency's Supplier Portal System, with inquiries directed to the Office of Supplier Diversity & Inclusion at 301-206-8800. The selected consultant must comply with WSSC's Minority and Small Local Business Enterprise participation requirements, maintain appropriate insurance coverage including Commercial General Liability with $500,000 per occurrence and $1,000,000 aggregate limits and Errors or Omissions Liability with $500,000 limits, and adhere to strict document security and confidentiality requirements for sensitive engineering records. WSSC's current GIS environment utilizes ESRI technology solutions and is transitioning from on-site servers to cloud-based infrastructure on AZURE while migrating from Oracle to SQL Server as the primary relational database management system; the consultant must be capable of supporting this existing infrastructure and technology. Compensation shall be provided on either a lump sum or cost reimbursement basis depending on the scope and character of work under individual task orders, with direct labor costs billed at hourly rates specified in the Labor Classification with Salary Schedule, which remain firm for the contract duration. The total contract cost ceiling is $1,200,000, with no amount in excess of this ceiling to be paid without a written amendment; historical contract data for this category shows total awards ranging from $244,858.92 to $1,200,000.00. This is a requirements contract with no guaranteed minimum purchase obligations, and the consultant may not assign the agreement without written consent of WSSC's Chief Procurement Officer.

The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for Geographic Information System (GIS) & Engineering Records Document Management Support Basic Ordering Agreement. At WSSC, we strive to maintain our GIS current and improve it by adopting industry-standard solutions that will help us integrate our GIS data with other enterprise applications. The consulting firm contracted under this BOA will serve as a technical subject matter expert in support of our projects as WSSC issues Task Orders in support of our goals. Examples of these task orders could include:

• Helping us migrate to newer industry-standard data models that more seamlessly integrate and connect our facilities with our water distribution and sewer collection networks. These new data models could support not only connectivity but also 3-d visualization of our facilities.

• Assist us in implementing best practices for water/sewer GIS and ECM solutions, including ESRI's water and sewer utility data models and off-the-shelf tools that can help us improve our data, our data editing procedures, and enterprise solutions for consumption of our data.

• Develop applications that are easily configurable using an HTML5/JavaScript platform. These applications could be used for field editing on a variety of mobile devices, desktop data editing, or browser-based viewing by a broader community of users.

• As we perform upgrades to software versions and servers, we could enlist the help of a consultant to help us plan and test to predict and overcome technical hurdles that such upgrades may present.

• Develop workflows for document handling in Filenet and/or e-Builder for the purpose of streamlining our operations and automating the way that projects and associated documents flow through our various business processes.

• Explore alternative and cutting-edge technology for mapping our assets. For example, use of drones for above-surface assets, ground penetrating radar, and other electromagnetic techniques that could be used to map underground assets; building information modeling (BIM) using indoor use of LIDAR technology.

• Implement augmented reality visualization that can help us better and more informatively integrate our GIS data with document engineering records.

• Continue to support and enhance the central role that our GIS data plays throughout the enterprise as the system of record that initializes the creation of assets that feed into other systems of record.
