About this opportunity
The Pennsylvania Department of General Services (DGS), on behalf of the Department of Human Services (DHS), is soliciting proposals for a single award contract for Genetic Parentage Testing Services, specifically targeting DNA testing to determine child paternity across Pennsylvania. The contract will require a vendor to provide comprehensive genetic testing services, including non-invasive tissue sample collection, scientific interpretation of samples, and detailed reporting of findings for Domestic Relations Sections of County Courts of Common Pleas and affiliated county agencies. Qualified vendors must be accredited for parentage testing by the Association for the Advancement of Blood and Biotherapies (AABB) and provide required personnel, training, chain of custody documentation, confidentiality protocols, expert testimony, and invoicing services. The solicitation requires all offerors to create a user profile in the JAGGAER electronic portal, with proposals due by January 30, 2023. Vendors must demonstrate capability to provide a web-based reporting tool with specific functionalities and meet defined Service Level Agreements, including maintaining testing supplies, responding to complaints within 24 hours, and maintaining prescribed specimen collectors.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract will have an initial three-year term with options to renew for two additional one-year periods, allowing potential price increases up to 3% during renewal terms. While no incumbent vendors are identified, the contract covers genetic testing services throughout Pennsylvania, including interstate, UIFSA/IFSA, and long-arm collections. The Cost Submittal Template indicates the contract will cover various DNA testing draws, including V-Draws, State Corrections Site Vendor Draws, Out-of-State Vendor Draws, and DRS Draws, with pricing structured per person for different testing scenarios. Although the total estimated contract value is listed as $0.00 in the documentation, the historical cost appendix suggests significant existing spending on these services across Pennsylvania counties in 2022. The Commonwealth reserves the right to add or remove agencies and submitting sites throughout the contract term, providing flexibility in service delivery.
