About this opportunity

The Texas Department of Public Safety is requesting bids on emergency and preventative maintenance repairs to roofs and exterior waterproofing services at two facilities in Travis and Williamson Counties under IFB 26R0017321ET, with bids due September 24, 2026. Mandatory pre-bid site visits are scheduled for June 25, 2026 (DPS Headquarters, Austin) and June 29, 2026 (DPS Training Facility, Florence), both sessions running 9:00 a.m. to 11:00 a.m. and 1:00 p.m. to 3:00 p.m. Central Time. HUB participation is required with submission of a Subcontracting Plan demonstrating good faith effort.

Work locations are DPS Headquarters at 5805 N. Lamar Boulevard, Austin, TX 78752, and the DPS Training Facility at 810 CO Road 240, Florence, TX 76527. The contract term is five years from the effective date, with DPS retaining the right to extend for an additional six-month period for transition purposes. Service call response times are one hour for emergency calls outside regular business hours, 48 hours for warranty calls, and 30-day completion requirement from notification. Prevailing wage rates apply under Texas Government Code Chapter 2258.

DPS will evaluate bids on best value criteria and past performance metrics as reflected in the Vendor Performance Tracking System. Bidders must submit audited financial statements for the preceding two years or alternative financial documentation and demonstrate financial resources and ability to perform. For contracts exceeding $100,000, a performance bond in the amount of the contract is required; for contracts exceeding $25,000, a payment bond is also required. Insurance and bonding costs must be included in bid pricing. A 10% retainage will be withheld from final payment until all work is accepted and required documentation is provided. All costs must be included in the base bid; DPS guarantees no minimum compensation and authorizes payment only upon approval from the Contract Monitor. The anticipated contract award date is July 24, 2026.
