About this opportunity

Harris County Water Control and Improvement District No. 36 is requesting sealed electronic bids for the Generator Replacement Project 2025 to remove and replace existing generators with natural gas units at three locations (Hollywood Water Plant, Waxahachie Water Plant, and Barbara Mae Lift Station), with bids due September 15, 2026 at 10:00 a.m. local time via Civcast. The project is federally funded by the U.S. Department of Housing and Urban Development and is subject to Davis-Bacon wage rates, Fair Labor Standards Act requirements, Equal Employment Opportunity compliance, Section 3 contractor preference, and contracting preferences for small, minority, and disadvantaged business enterprises.

The scope includes furnishing and installing 400 kW natural gas generators at both water plants and a 300 kW natural gas generator at the lift station. Each unit requires a sound attenuating enclosure, automatic transfer switch, generator annunciator, ground well, concrete slab, duct bank, and related electrical modifications. The bid price encompasses lump-sum generator installation at each location plus allowances for natural gas service ($20,000 at each water plant, $20,000 at the lift station) and Arc Flash Hazard Analysis coordination ($8,000, $6,000, and $4,000 respectively). Bidders must submit a completed Texas Ethics Commission Form 1295 with their bids and must comply with Texas conflict of interest disclosure requirements. Texas state sales and use taxes are exempt from the bid price.

Substantial completion is due 300 days after contract commencement; final completion is due 330 days. Liquidated damages are $750 per day for delays in both substantial and final completion. Bid security of 5 percent of the maximum bid price is required as a bid bond. The successful bidder must furnish performance and payment bonds at 100% of the total contract price. A non-mandatory pre-bid conference was held September 8, 2026 at 11:00 a.m. via Microsoft Teams.
