About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Military Affairs, is issuing Request for Bid 758 2600000529 for generator removal, purchase, installation, and service at the Kentucky Air National Guard Base located at 1101 Grade Lane, Building 400 in Louisville, Kentucky. The procurement seeks a vendor to remove and dispose of an existing generator and supply a new 60 kilowatt, 208-volt EPA stationary emergency standby generator meeting UL specifications, along with delivery, installation, startup procedures, and a four-hour load bank test performed by a certified technician using standard CAT startup procedures. All work must be completed and invoiced by September 30, 2026, with labor restricted to 7:30 a.m. to 4:00 p.m. EST, Monday through Friday, excluding state holidays. The vendor must obtain an FAA Waiver Form 7460 prior to project start and ensure all personnel are properly vetted with valid REAL ID, driver's licenses, or passports. Written questions are due April 23, 2026 at 10:00 a.m. ET, with bids closing May 6, 2026 at 1:30 p.m. ET. Evaluation will be conducted on a best value basis with 90 points allocated to price and 10 points to delivery time, with the lowest-priced bidder receiving maximum points and others scored proportionally; late delivery will incur a 1% daily invoice deduction. Vendors must be registered in the Commonwealth eProcurement System and submit bids electronically at least 24 to 48 hours after system registration.
Kentucky resident bidders may receive reciprocal preference against nonresident bidders, and qualified vendors including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit organizations serving individuals with severe disabilities may receive preference equal to 15 to 20 percent of maximum points. Vendors must furnish all necessary labor, supplies, equipment including hoist/crane or forklift, and are responsible for all permit costs. Prior to award, vendors must provide proof of Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability insurance with $1,000,000 combined single limit if delivery involves contractor-operated vehicles. Pricing must remain firm for the contract period, be quoted F.O.B. Destination Freight Prepaid and Allowed, and exclude federal excise tax and Kentucky sales or use tax, with all pricing remaining valid for a minimum of sixty calendar days after the bid due date. This is a one-time purchase award with no renewal options, and no incumbent vendor or budget range has been specified in the solicitation documents.
