About this opportunity

Gainesville Regional Utilities (GRU) is seeking a contractor to provide comprehensive generator maintenance and service for a total of 77 generators across the City of Gainesville, Florida. The solicitation (Solicitation-2024-044) covers 66 fixed generators and 11 portable units, with required services including inspections, routine maintenance, emergency repairs, and load testing. The evaluation will be points-based across four key criteria: pricing (40 points), qualifications (30 points), hourly rates for additional work (15 points), and experience with similar projects (15 points). The solicitation was released on January 24, 2024, with a deadline for questions on February 2, 2024, and a response deadline of February 23, 2024, at 2:00 pm. The proposed contract term is three years, with options to extend for two additional one-year periods and potentially an extra six months to complete a new solicitation. Respondents must submit detailed documentation including markup prices for parts, licenses and certifications, experience lists, a respondent's certification, drug-free workplace certification, and subcontractor information. Electronic submission is required through GRU's e-Procurement Portal, with maintenance procedures and emergency response times to be performed in accordance with NFPA guidelines and manufacturer specifications.

The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Respondents must demonstrate comprehensive qualifications, including relevant experience with generator maintenance and service, appropriate licenses and certifications, and the ability to respond to emergency service requests. While no incumbent vendor is mentioned, the contract requires a contractor capable of servicing a diverse range of generators across multiple municipal sites. The solicitation requires detailed pricing information, including markup prices for parts and hourly rates for additional work, suggesting flexibility in potential contract value. Although a specific budget range is not provided, the comprehensive nature of the services and the number of generators indicate a significant potential contract value. The successful contractor will need to provide comprehensive maintenance, testing, and emergency repair services that meet rigorous technical standards and ensure the continuous operational readiness of GRU's critical generator infrastructure.
