About this opportunity
The Maryland Stadium Authority (MSA) issued Invitation for Bids 26-048 on February 12, 2026, to procure on-call general painting services for the Camden Yards Sports Complex (CYSC), which encompasses Oriole Park at Camden Yards, the Warehouse at Camden Yards, Camden Station, and M&T Bank Stadium. The procurement is structured as a time and materials contract requiring the contractor to provide new and touch-up painting services for sheetrock, block walls, wood, hollow metal doors, and miscellaneous steel surfaces, with the contractor responsible for maintaining a fully equipped service truck capable of responding to emergency repair requests within two hours, 24 hours a day, seven days a week. Qualified bidders must demonstrate a minimum of five years of experience performing similar painting services, maintain a current and active Maryland trade license in good standing, provide a minimum of three professional references demonstrating comparable work, and ensure all proposed employees and subcontractors possess a minimum of three years' experience at commercial facilities similar to the contract requirements. All painting work must comply with strict sustainability standards, including mandatory use of low-volatile organic compound (VOC) paints and sealants meeting SCAQMD Rule #1168 and Green Seal Standard GS-11 requirements with 100 percent compliance. Contractors must submit completed Contractor Experience and Qualification Forms, current certificates of insurance (Commercial General Liability of $1,000,000 per occurrence, Business Automobile Liability of $1,000,000 per accident, and Workers' Compensation per Maryland statutory requirements), bid affidavits, and conflict of interest affidavits. A pre-bid conference is scheduled for February 25, 2026, at 11:00 a.m. via Google Meet, with electronic bid submissions required through the Procurement Portal no later than 2:00 p.m. on March 12, 2026, with public bid announcement at 2:15 p.m. on the same date. Evaluation will focus solely on the lowest Total Bid Price from responsible and responsive bidders, with hourly rates required for three labor categories (Project Manager, Journeyman/Mechanic, and Helper) across three time classifications (Regular Time, Premium Time, and Shift Differential Time).
This procurement is designated as a Small Business Reserve (SBR) restricted to vendors certified by the Governor's Office of Small, Minority & Women Business Affairs, with Minority Business Enterprises (MBEs) encouraged to participate. Bidders must register with eMaryland Marketplace (eMMA) and the Maryland Department of Assessments and Taxation (SDAT) prior to award. The contract term is for up to two years following contract execution or until the total contract limit of $200,000 is reached, whichever occurs first, with material costs reimbursed at actual cost plus 15 percent and subcontracted work reimbursed at cost plus 10 percent. Normal working hours compensation applies for work performed Monday through Sunday from 5:00 a.m. to 7:00 p.m., with premium rates for work exceeding 40 hours per week and shift differential rates for work performed between 7:00 p.m. and 5:00 a.m.; holiday work (New Year's Day, Memorial Day, July 4th, Labor Day, Thanksgiving, and Christmas) is compensated at premium rates. Monthly invoices must be submitted within 30 days of the invoice period to Invoices@mdstad.com and include signed daily work tickets, material receipts, subcontractor documentation, and itemized charges; the MSA is exempt from Maryland sales and use taxes. No incumbent contractor information is identified in the procurement documents, and no minority or disadvantaged enterprise set-asides beyond the SBR restriction are specified.
