About this opportunity

The State of California Military Department is seeking a qualified contractor to conduct a General Herpetofauna Survey at Camp Roberts, a 43,000-acre installation spanning San Luis Obispo and Monterey Counties, through an Invitation for Bid (IFB) procurement. The survey services shall encompass comprehensive herpetological documentation utilizing three distinct methodologies: establishment of 126 coverboards across ten designated locations, visual encounter surveys in fifteen upland areas, and road surveys covering 6.2 square miles at East Garrison and 59 miles at Main Garrison. The contract period shall extend from April 1, 2026, through March 31, 2027, with all work to be performed by qualified biologists holding a minimum bachelor's degree in wildlife biology or related science with at least three years of recent herpetofauna inventory or monitoring experience. Deliverables include a draft survey report due within thirty days of fieldwork completion, a final survey report due within thirty days of receiving Military Department comments, GIS files, photographs, and CNDDB data submissions. The contract shall be awarded as a single lump-sum quotation to the lowest responsive bid from a qualified, responsible bidder. Critical deadlines include a mandatory pre-bid job walk on January 20, 2026, at 9:00 AM (RSVP required by January 15, 2026), a questions and answers deadline of January 29, 2026, at 9:00 AM, and sealed bid submission by February 5, 2026, at 9:00 AM at 10601 Bear Hollow Drive, Rancho Cordova, California 95670. Failure to attend the mandatory job walk will result in bid disqualification.

The procurement includes designated set-asides and preferences for qualified contractors: Small Business Preference providing a five percent bid preference, and Disabled Veteran Business Enterprise (DVBE) preference providing five percent, with firms certified as both receiving ten percent combined preference. Non-small business vendors claiming small business subcontracting preferences must commit to subcontracting at least twenty-five percent of the net bid price to certified small businesses and must submit a detailed subcontractor list. The prime contractor must self-perform at least twenty percent of total contract work. The Military Department has waived DVBE minimum participation requirements due to insufficient compliance time, though contractors are encouraged to voluntarily use DVBE subcontractors. Insurance requirements include comprehensive general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability insurance of $1,000,000 per occurrence, and statutory workers' compensation coverage, with the Military Department named as additional insured. No specific budget range or award value has been disclosed in the procurement documents; bids must provide detailed cost breakdowns by the five task categories: Coordination Meeting/Work Schedule, Pre-field Work Meeting, Field Work, Draft Survey Report, and Final Survey Report.
