The engineer must carry professional liability and commercial general liability at $1 million per occurrence and business automobile liability at $1 million combined single limit, with the City named as additional insured.
Evaluation is by a City staff committee using weighted criteria: Relevant Qualifications and Experience (30 points), Proposed Staff (20 points), Available Resources and Location (20 points), Methodology and Approach (20 points), and Added Value (10 points). Responses are limited to 35 pages, excluding required attachments and licensure proof. Submissions require a conflict of interest disclosure (CIQ Form) and Texas statutory verifications covering boycotts of Israel and energy companies and discrimination against firearm entities. No proposal preparation costs are reimbursed.
Questions are due November 16, 2026 at 5:00 p.m. CT, with responses posted by November 23, 2026. The anticipated award target is April 2027. The agreement is contingent on current revenue appropriation and may be terminated at fiscal year-end if funds are not appropriated.
