About this opportunity

The San Francisco Public Utilities Commission is soliciting bids on a Job Order Contract for general engineering construction services across San Francisco, San Mateo, Santa Clara, and Alameda Counties, with bids due October 15, 2026 at 2:00 p.m. A Local Business Enterprise subcontracting requirement of 20% applies, with certification required through CMD; PUC-LBEs and prime/joint venture level LBE participation do not count toward this requirement.

The contract is an indefinite quantity vehicle structured around pre-set unit prices; bidders submit an adjustment factor, and work is executed through Task Orders over a two-year term. The maximum contract amount is $5 million. The prime bidder must hold a Class A-License California Contractors License and have successfully completed at least three public works projects within the past ten years, each with a minimum construction value of $1.5 million. All subcontractors must hold appropriate active licenses for their respective work.

Anticipated specialized scopes include drilling services for geotechnical borings, Lenel systems integration with required certification, and pipe inspections using remote operated vehicle inspection tools. Bidders must submit documented good faith efforts on CMD Form 2B unless they exceed the subcontracting requirement by at least 35%.

Safety prequalification is mandatory; bidders are encouraged to complete the Safety Prequalification Web Form at least three weeks prior to bid opening and must pass safety prequalification before SFPUC considers their bid submission complete. A non-mandatory pre-bid conference and contractor networking teleconference is scheduled for September 30, 2026 at 10:00 a.m. via Zoom. Bid discounts may be applied per San Francisco Administrative Code Chapter 14B.
