About this opportunity

The City of DeFuniak Springs, Florida is requesting proposals for qualified general contractor services to establish a preferred short list for on-call municipal facility maintenance and repairs, with proposals due September 3, 2026 at 2:00 PM CST.

Contractors must be registered in Florida, have operated as a general contractor for at least five years, hold an active City Business Tax Receipt, and maintain comprehensive general liability and auto liability insurance coverage of at least $1 million each. Preference is given to contractors with municipal experience.

The scope encompasses labor, materials, equipment, tools, and supervision for service, repair, maintenance, replacement, installation, and upgrade of municipal building systems including roofing, demolition, framing, drywall, flooring, doors, painting, masonry, acoustical drop ceilings, and carpeting. The City expects on-site carpentry work directly with staff, with larger specialized trades such as drywall, tile, brick, concrete finishing, and plastering available for subcontracting. Contractors must respond to service requests by phone within eight hours and place an employee on site within forty-eight hours; emergency responses require phone contact within one hour and work initiation within four hours.

The contract term spans three years (2026–2029) with no minimum work volume guaranteed. Contractors must submit comprehensive hourly rate sheets distinguishing between business hours (Monday–Friday, 7:00 AM–5:00 PM), non-business hours, and emergency work rates for lead carpenters, laborers, and other personnel, plus a materials markup percentage on actual cost. All prices are firm for the contract duration.

Evaluation criteria are knowledge and experience (20%), key personnel background (20%), facilities description (20%), references (20%), and proposal rate sheets (20%). Questions are due August 20, 2026 at 12:00 noon. The City reserves the right to reject any or all proposals and award to the most responsive and responsible bidder.
