About this opportunity

The Confederated Tribes of Coos, Lower Umpqua & Siuslaw Indians (CTCLUSI) is requesting proposals for a general contractor to manage renovation of existing building structures into transitional housing facilities at 92630 Cape Arago Highway, Coos Bay, Oregon, with proposals due September 22, 2026 and a mandatory pre-proposal walkthrough on September 9, 2026 at 9:00 AM.

The scope includes extensive renovation of six living units (each with full kitchen and bathroom), one laundry room with kitchen and restroom, one meeting room with three offices and restroom, and one fully enclosed kennel area at Unit #7's end. Unit #4 is excluded. The contractor is responsible for all project management, coordination, supervision, permitting, inspections, and subcontractor management across electrical, plumbing, HVAC, and structural trades. The project is subject to Davis-Bacon and Related Acts prevailing wage requirements for residential construction in Coos County, Oregon; the contractor's price must include labor, materials, equipment, subcontractors, permits, inspections, DBRA compliance costs, overhead, profit, and applicable taxes.

Evaluation uses a 100-point scoring system: proposed timeline to completion (30 points), experience with similar projects (20 points), price (40 points), and tribally owned, women-owned, veteran-owned, or minority-owned business status (10 points). The lowest-priced proposal will not necessarily be selected; CTCLUSI intends to award for best overall value.

The contractor must obtain and maintain an Oregon Construction Contractors Board license, comply with federal and state occupational safety and health requirements, and provide proof of general liability insurance, professional liability insurance, and workers' compensation insurance with CTCLUSI named as additional insured. Requests for information are due September 15, 2026 at 5:00 PM, with a final addendum issued by September 17. The target award date is September 25, 2026. Proposals remain valid for 90 calendar days following the due date.
