About this opportunity
The Georgia Environmental Finance Authority (GEFA), a state instrumentality, issued a Request for Proposal on September 7, 2014, seeking qualified firms to provide construction-phase escrow services for guaranteed energy savings performance contracts (EPCs) at state-owned facilities occupied by various Georgia governmental agencies. The primary deliverable is the provision of escrow agent services that comply with GEFA's EPC financing program documentation and requirements. The successful respondent will be selected to serve as the exclusive Escrow Agent for a three-year term covering projects executed between July 1, 2014 and June 30, 2017, with the understanding that GEFA will engage the selected firm on a project-by-project basis as specific agency projects are identified. Key objectives include ensuring proper management of construction-phase funds and compliance with EPC program standards across multiple state facilities. The RFP deadline for proposal submission was September 19, 2014. Respondents were required to carefully review all RFP instructions and requirements, as they would be subject to all stated conditions and terms.
The RFP documents do not specify any set-aside designations, disadvantaged enterprise restrictions, or preferences for particular organizational types in the available information provided. No incumbent vendors or current contractors are identified in the procurement notice. Similarly, no specific award values or budget ranges are disclosed in the summary information. Interested firms were expected to demonstrate their acceptance of GEFA's EPC financing program documentation as a condition of selection, indicating that compatibility with the state's established infrastructure and financing protocols was a critical qualification requirement.
Opportunity text
The Georgia Environmental Finance Authority ("GEFA"), an instrumentality of the State of Georgia, is issuing this request for proposal ("RFP") seeking responses from firms capable of providing construction-phase escrow services ("Escrow Services") pursuant to guaranteed energy savings performance contracts ("EPC" or "EPCs") at facilities owned by the state or a state governmental unit and occupied by various agencies and governmental units of the State of Georgia. A condition for selection will be the firm's acceptance of GEFA's EPC financing program documentation, as discussed in the RFP documents. From time to time, as specific Agency projects are identified, GEFA may engage the successful Escrow Agent to provide Escrow Services for those projects. The expected outcome of this RFP process is the selection of one firm ("the Escrow Agent") to provide Escrow Services to governmental units pursuant to EPC's and the Escrow Agreement for a term of three years (for projects executed between July 1, 2014 and June 30, 2017). Respondents are cautioned to review this RFP carefully as they are subject to all of the instructions and requirements herein.
