About this opportunity
The state of Virginia, specifically Franklin County, is seeking a contractor for the GEC110223 project involving the University of Virginia Mountain Lake Biological Research Station Wastewater Treatment Plant replacement. The comprehensive procurement opportunity requires a full replacement of the existing wastewater treatment infrastructure, including installation of a new steel packaged wastewater treatment plant with multiple critical components such as a disinfection reactor, post aeration tank, blowers, manholes, and pump stations. The project scope also encompasses constructing a new control building with associated electrical improvements and process controls, retrofitting the existing control building as a monitoring lab, and replacing the emergency generator. The solicitation was posted on November 2, 2023, with proposals due by December 6, 2023. Bidders are required to provide complete work in strict accordance with specified plans and specifications, with the opportunity to request engineer-approved equipment substitutions prior to bid submission, specifically for the main packaged plant. The project demands comprehensive technical expertise in wastewater treatment plant design, installation, and infrastructure modification.
While specific set-aside designations are not explicitly detailed in the provided documentation, the project appears to be a standard public infrastructure improvement procurement open to qualified engineering and construction firms. The project is located at the University of Virginia's Mountain Lake Biological Research Station in Franklin County, with a focus on modernizing critical wastewater treatment infrastructure. No incumbent vendor information is provided, and the procurement seems to target comprehensive replacement of existing systems rather than incremental upgrades. The solicitation suggests the project will involve significant technical complexity, requiring bidders to demonstrate advanced capabilities in municipal and research facility wastewater treatment plant design and construction. Though no specific budget range is mentioned, the comprehensive nature of the project—involving complete plant replacement, new control systems, and associated infrastructure modifications—indicates a substantial capital investment likely in the mid-to-high six-figure or potentially low seven-figure range.
