About this opportunity

The Georgia State Financing and Investment Commission (GSFIC) is soliciting electronic bids on behalf of the Georgia Department of Corrections for the Ware State Prison Waterline Underground Heat Loop Replacement project located in Waycross, Georgia. The comprehensive project scope includes replacing heating and domestic hot water boilers, replacing two air-cooled chillers with preparations for a third, demolishing existing chiller equipment pads, and replacing all chilled water, hot water, and domestic hot water piping, pumps, and associated infrastructure. Key deliverables involve replacing air handlers, ductwork, and installing a new chilled and heating water chemical treatment system. A mandatory pre-bid conference and site visit is scheduled for December 17, 2025, at 10:30 a.m. at Ware State Prison, with failure to attend resulting in automatic disqualification. Electronic bids must be submitted through the e-Builder project management system no later than 2:00 p.m. on January 14, 2026, with paper bids explicitly prohibited. All questions regarding bidding documents must be submitted in writing through e-Builder, with only written responses from GSFIC considered binding.

The procurement does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Bidders are prohibited from communicating with state employees outside of the designated contracting officer, Mendi Boddie, except during the pre-bid conference. The bidding requirements are governed by the Small Construction and Renovation Project Manual (SCAR) and GSFIC-AD-180 standards. While specific budget ranges are not detailed in the provided documents, the comprehensive infrastructure replacement suggests a significant capital investment. Vendors must register and submit bids through the e-Builder platform, with all mandatory forms fully completed and executed upon submission. Technical support for the e-Builder system is available through support@e-builder.net or by calling 888-288-5717, with Internet Explorer recommended as the preferred browser for portal access.
