About this opportunity

The Georgia State Financing and Investment Commission (GSFIC), as owner on behalf of the Georgia Department of Corrections (GDC), is requesting qualifications for Design Professional Services for a new transitional center in Warner Robins, Georgia, with Statements of Qualifications due November 6, 2026. A mandatory pre-proposal site visit is scheduled for December 1, 2026, and finalist interviews on December 9, 2026. Georgia resident proposers maintaining a place of business with at least one employee in the state receive reciprocal preference in evaluation; the Owner encourages MBE, WBE, and SBE participation.

The scope encompasses design services for a purpose-built reentry facility including residential housing, dayrooms, classrooms, counseling rooms, employment preparation areas, kitchen and dining facilities, laundry, administrative offices, and visitation areas. The facility will accommodate supervised work-release and reentry programs with capacity and building area to be determined through coordination with GDC and GSFIC. The project delivery method is Construction Manager-at-Risk (CM/GC) and must incorporate sustainable design principles under the Energy Efficiency & Sustainable Construction Act of 2008 and Georgia Peach certification requirements.

The preliminary stated cost limitation for construction is $25,000,000, subject to revision based on final programmatic requirements and funding availability. Design Professional services are anticipated to commence upon contract execution and last approximately 11 months, with construction estimated at 12 months. Finalist firms will be announced by November 19, 2026.

Minimum qualifications include current Georgia business registration, no current debarment or ineligibility, and no prior termination for cause on public works contracts. Evaluation criteria are weighted at 25 percent for firm stability, 45 percent for project experience and team qualifications, and 30 percent for approach and suitability. Responses must not exceed 50 pages (excluding licenses and forms) and must be submitted electronically in PDF format to the GSFIC Egnyte FTP site. Firms must execute the GSFIC Design Professional Contract Agreement without modification.
