About this opportunity

The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Georgia Department of Corrections (GDC), is soliciting design professional services for Project No. GDC-181B-DP, a transitional center in Savannah, Georgia, under a two-step qualifications-based procurement with Statements of Qualifications due October 26, 2026 at 2:00 PM. A reciprocal preference applies to Georgia-resident proposers; the Owner encourages participation from minority-owned, woman-owned, and small business enterprises.

The scope encompasses design services for renovation and conversion of an approximately 30,900 square-foot industrial facility into a medium-security transitional center housing approximately 150 residents, with an additional 10,000 square feet of office space receiving cosmetic renovation. Design deliverables include modular construction cells, dayroom and common areas, classrooms, bathrooms, residential kitchen, and support spaces, with potential structural modifications and comprehensive building systems upgrades to be determined during programming. The project employs a Construction Manager-at-Risk delivery method and must incorporate sustainable design principles consistent with Georgia's Energy Efficiency and Sustainable Construction Act, with Georgia Peach certification and commissioning required.

The preliminary Stated Cost Limitation is $25 million, subject to revision based on final programmatic requirements and funding availability. Design services commence upon contract execution and are anticipated to last approximately eight months, followed by an estimated eleven-month construction phase.

Step I evaluation criteria weight firm stability at 25 percent and project experience and team qualifications at 45 percent and approach and suitability at 30 percent. Finalist firms advance to Step II interviews on November 17, 2026, following a mandatory pre-proposal site visit on November 9, 2026 at 9:30 AM. The Selection Committee will evaluate finalists on qualifications and experience (50 percent), project approach (25 percent), and overall impression (25 percent).

Respondents must be current Georgia business registrants, free from debarment or suspension, and without prior termination for cause on public works contracts. The successful firm must execute the GSFIC Design Professional Contract Agreement without modification, utilize the Owner's E-Builder project management program, and comply with E-Verify employment authorization requirements. Submissions must be uploaded as a single PDF not exceeding 50 pages (excluding required exhibits) to the GSFIC Egnyte FTP site.
