About this opportunity

The Georgia State Financing and Investment Commission (GSFIC), on behalf of the Georgia Department of Corrections, is requesting qualifications for design professional services for a full kitchen renovation at Walker State Prison in Rock Spring, Georgia, with Statements of Qualifications due September 9, 2026. The project will be delivered using a Construction Manager-at-Risk (CM/GC) model and requires a two-step selection process: Step I closes September 9 with finalist announcement September 18; Step II consists of interviews with finalists on October 6. A mandatory pre-proposal site visit is required at an unspecified date. Georgia residents maintaining a physical place of business with at least one employee in the state receive reciprocal preference consideration; the state actively encourages MBE, WBE, and SBE participation.

The scope encompasses comprehensive kitchen renovation including environmental assessment and abatement, utility investigation, demolition and replacement of flooring, plumbing, electrical, mechanical, HVAC, fire suppression, security, lighting, food service equipment, structural elements, site improvements, and civil and architectural work. The design must comply with Georgia Department of Public Health Food Service Regulations and the Energy Efficiency & Sustainable Construction Act of 2008, with Georgia Peach certification and commissioning required. The design professional must use the Owner's E-Builder project management program and execute the standard GSFIC Design Professional Contract Agreement without modification.

The preliminary construction cost limitation is estimated at $12.2 million, subject to revision based on final programmatic and funding requirements. The design professional must provide minimum six-month advance written notice before construction begins and three-month advance notice for equipment removal, as the prison must remain fully operational during renovation with temporary food services. Evaluation criteria for the RFQ phase: 25% firm stability, 45% project experience and team qualifications, and 30% approach and suitability. Statements of Qualifications must be submitted electronically as a single PDF not exceeding 50 pages (excluding licenses and forms) via GSFIC Egnyte FTP. All respondents must comply with the Immigration Reform Act of 1986 and Georgia Security and Immigration Compliance Act, including E-Verify requirements.
