About this opportunity
The Genesee Intermediate School District (GISD) Board of Education is issuing a sealed bid request for the procurement of an Army JROTC Air Gun Electronic Target System for the Genesee Career Institute located in Flint, Michigan. The procurement seeks a complete seven-lane optical target scoring system that includes integrated monitors, target stands, competition management software, and all necessary components for installation and operation at a 10-15 meter target range. Each lane must include one LED-illuminated target with optical detection capabilities, one monitor with a minimum 9-inch by 4-inch LCD screen, necessary cabling, and a target stand with lift mechanism; the target boxes must meet minimum dimensions of 330mm x 465mm x 140mm and include an integrated bullet catcher designed for air weapons. The system must be 110-volt compatible, interface with Windows-based PCs or laptops to provide real-time feedback, operate as a complete integrated package, and include shipping, installation, and training services as part of the deliverables. Bidders must submit sealed bids clearly marked and addressed to Cynthia McCain, Assistant Superintendent of Business Services, at GISD's main office located at 2413 West Maple Avenue, Flint, Michigan 48507-3493, with bids due by 3:00 PM on September 13, 2017; bids received after the deadline or submitted by fax or electronic mail will not be accepted. Bid opening is scheduled for September 13, 2017, at 3:00 PM, and the GISD Board of Education anticipates making a bid award at their regular meeting on September 26, 2017, with purchase orders issued to the selected vendor(s) shortly thereafter. The complete delivered price must include all costs, materials, labor, shipping, applicable taxes, and insurance, with pricing valid for ninety days from the bid opening date; all labor, equipment, and materials are exempt from Michigan Sales and Use Tax.
All bidders and respondents must submit a sworn and notarized Familial Relationship Disclosure Statement (Public Act 232 of 2004) disclosing any familial or business relationships with members of the GISD Board of Education, the District Superintendent, or any other District official, with bids submitted without this completed and notarized statement being rejected and not accepted for consideration. Additionally, vendors must submit a notarized Vendor Certification Statement confirming they are not an "Iran Linked Business" as defined by the Iran Economic Sanctions Act (MCL 129.311 et seq.) under Public Act 517 of 2012; submission of false certification carries significant penalties including contract termination, three-year bid ineligibility, civil penalties of $250,000 or twice the bid amount (whichever is greater), plus investigation and legal costs. Bidders must comply with all federal, state, and local regulations, OSHA requirements, and intellectual property indemnification provisions, with all materials required to be asbestos-free and lead-free. No incumbent vendor is referenced in the procurement documents, and no specific funding source, budget amount, or set-aside designations for disadvantaged enterprises are specified. The GISD reserves the right to accept or reject any or all bids, split the award between multiple vendors, and waive any information deemed in the District's best interest.
