The equipment must feature a 3-inch core diameter, dual unwind and single rewind capability, and a maximum film width of 38 inches, with adjustable speeds up to 12 feet per minute. Standard AC power supply (100–120V, maximum 1.7A) is required. The laminator must include foot pedal operation for hands-free functionality and a rolling stand with output baskets for film storage and retrieval. The vendor must provide on-site technical support capabilities and furnish a minimum two-year warranty.
Awards will be made to the lowest responsible bidder offering the best value to the state. Evaluation criteria include service and supply quality, specification conformance, delivery dates, and ultimate cost. Bidders must submit separate unit prices for each item unless otherwise specified, with all transportation charges prepaid by the contractor unless otherwise stated. Cash discounts under 20 days will not be considered in contract awards. The state reserves the right to reject any or all bids and to increase or decrease ordered quantities by up to 10 percent unless otherwise specified. In case of tied bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine. The state is exempt from federal and Maine state sales and use taxes, and bidders must quote accordingly. Sealed bids must reach the Division of Purchases office in Augusta, Maine prior to the specified opening time; bids received after opening will not be considered.
