About this opportunity

The City of Rocky Mount, North Carolina is soliciting professional consulting services through an informal Request for Quotation (RFQ) to conduct a comprehensive Gas Cost of Service Study for its Gas Utility Division. The primary objective is to evaluate the full cost of providing natural gas service and establish rates that are fair, equitable, defensible, and aligned with industry best practices and applicable regulatory standards. The scope of work includes data collection and review of historical financial statements and customer class data; revenue requirement analysis encompassing test year development and rate of return evaluation; cost allocation among customer classes using industry standards; rate design evaluation and alternative pricing mechanisms; financial forecasting and sensitivity analysis; and comprehensive reporting with deliverables including draft and final reports, supporting financial models in editable format, and presentation at up to two public meetings. Qualified respondents must demonstrate experience performing cost of service studies for municipal or public-sector gas utilities of similar size and complexity and must have a Chartered Financial Analyst (CFA) in good standing who will substantively participate in financial modeling, revenue requirement development, and rate design analysis. Proposals are due on April 15, 2026, at 2:00 PM, and must include a proposed fee structure as either a lump sum or not-to-exceed amount, an estimated project timeline, and identification of the assigned CFA and project team. The contract term runs from the date of approval through June 30, 2026. Award will be made to the lowest responsive, responsible vendor or in the best interest of the City, which reserves the right to reject any or all quotes. All questions must be submitted via email to Fantashia.Dickens@rockymountnc.gov prior to the due date.

The RFQ contains no mention of set-aside designations, disadvantaged enterprise restrictions, or preferences for specific types of organizations, indicating that all qualified vendors are eligible to submit proposals. No incumbent vendors or current contractors are identified in the solicitation, and no existing infrastructure or technology integration requirements are noted. This informal procurement is classified as an purchase under $30,000.00, establishing the maximum budget threshold for this engagement. No site visits or bidders' conferences are scheduled as part of the procurement process. Submissions should be sent via email to the contact listed above, and the City reserves discretion in award determination.
