About this opportunity

Jefferson County Purchasing Department is soliciting sealed bids under IFB 26-066/MR for Garth Road Reconstruction Phase 1, a Texas concrete paving project, with bids due November 4, 2026 at 11:00 a.m. Central Time. The county encourages participation by Disadvantaged Business Enterprises (DBE/ACDBEs), Minority/Women Business Enterprises (M/WBEs), HUBZone small business concerns, and VetHUB firms, with particular emphasis on those groups. The source describes this as encouragement, not a set-aside or preference award criterion.

Scope includes, but is not limited to, existing concrete paving removal, excavation, subgrade preparation, structural fill and flexible base placement, and High Early Strength concrete pavement with all joint placement, cutting, sealing, and finishing. The contractor must furnish, maintain, and remove traffic control devices and erosion and sedimentation controls. Traffic handling must conform to Texas Department of Transportation specifications and the Texas Manual on Uniform Traffic Control Devices.

The source does not state a contract value. Bid security equals 5% of total contract cost from a surety authorized to conduct business in Texas. Within ten days after contract execution and before Notice to Proceed, the awardee must furnish a performance bond for the full contract amount if it exceeds $50,000 and a payment bond for the full amount if it exceeds $25,000. If the project is funded under federal awards, Davis-Bacon Act, civil rights, equal employment opportunity, Clean Air Act, Federal Water Pollution Control Act, and Build America, Buy America Act certification provisions apply.

Award goes to the most responsible, responsive bidder offering best value, considering price and other factors. The county may award by line item, section, or total bid. Bids must be submitted in sealed envelopes to the Purchasing Department at 1149 Pearl Street, Beaumont, Texas 77701, because electronic submissions are not accepted, and late bids are rejected as non-responsive. A public bid opening follows the deadline. A pre-bid conference and walk-through was scheduled for October 22, 2026 at the Engineering Department Conference Room. Plans and specifications are available on the county website or by calling 409-835-8593. Jurisdictions listed are Jefferson County and the City of Beaumont, Texas.
