All work must comply with Division II and Division III FDOT Standard Specifications for Road and Bridge Construction, FY 2026-27, and local agency program "Big 3" specifications for asphalt, concrete, and earthwork.
The successful bidder must achieve substantial completion within 55 days and full completion within 75 days from Notice to Proceed, with liquidated damages of $1,685.00 per day for delays. Bid security of 5 percent of the maximum bid price is required as a certified check, bank money order, or bid bond. The contract will be awarded to the responsible bidder submitting the lowest responsive bid. Upon award, the successful bidder must provide performance and payment bonds within 15 days of Notice of Award. Progress payments will be made monthly at 95 percent of completed work with 5 percent retainage until 50 percent completion is reached, after which no additional retainage will be withheld if progress remains satisfactory. All bids must remain firm for 60 days after opening. Questions must be submitted at least seven days prior to bid opening to Clay Smallwood, P.E., at csmallwood@gulfcounty-fl.gov for binding responses via addendum.
