About this opportunity
The Texas Military Department is requesting bids for statewide garbage, trash removal, and disposal services under IFB TMD27-FMO-0044621, with responses due November 9, 2026 at 2:00 p.m. Central Time. A completed VetHUB subcontracting plan is required for all responses with expected contract value of $100,000 or more; if subcontracting is proposed, bidders must demonstrate good faith effort by notifying Texas-certified VetHUBs of opportunities at least seven business days before submission.
Services cover routine building and kitchen waste, food scraps, packaging, domestic materials, small appliances, seasonal items, and limited construction and demolition debris at 22 TMD facilities across Texas (San Antonio, Austin, Dallas, Houston, El Paso, Fort Worth, and other locations). Bin sizes range from 4 to 8 cubic yards with collection frequencies from weekly to three times weekly, varying by facility. Bidders must submit firm fixed-price all-inclusive monthly pricing per location and bin size combination, plus separate pricing for on-call or as-needed services; no minimum service volume or compensation is guaranteed.
The initial contract term is one year from award, with three optional one-year renewals at TMD's discretion and one possible six-month extension by mutual agreement. Price adjustments at renewal are capped at 4% annually using the Producer Price Index for Waste Collection Services formula. TMD reserves the right to award multiple contracts to different vendors.
Contractors must obtain workers' compensation ($1 million), commercial general liability ($1 million per occurrence / $2 million aggregate), and automobile liability ($500,000) from carriers rated A.M. Best A- or better. Performance bonds are required for contracts exceeding $100,000; payment bonds for contracts exceeding $25,000. All personnel must pass Texas Department of Public Safety criminal and sex offender background checks. Contractors must maintain active telephone service during business hours (7:00 a.m. to 4:00 p.m. Central Time, Monday through Friday) and submit biannual usage reports. Contract administrator: Susannah Jones (512-782-3826); contract monitor: Eric Morley (512-782-6838). Email submissions to Procurement@military.texas.gov.
