About this opportunity
The Massachusetts Executive Office of Public Safety and Security, Office of Grants and Research is soliciting quotes for a statewide traffic safety media campaign with written questions due October 23, 2026 and responses due November 13, 2026 at 4:00 PM.
Eligibility is restricted to vendors pre-approved under Statewide Contract PRF86 Category 5 — this is a mandatory filter. The contract is performance-based and funded through federal highway safety funds under 23 U.S.C. Sections 402 and 405, subject to federal compliance requirements including 2 CFR Part 200, civil rights obligations, debarment verification via SAM.gov, and accessibility standards.
The scope encompasses formative research, creative concept development, and multilingual campaign asset production in English, Spanish, and potentially Portuguese, Haitian Creole, Chinese, Vietnamese, and Cape Verdean Creole. The vendor will execute comprehensive paid media planning and buying across television, radio, digital, social media, out-of-home, and print platforms, with the primary focus on increasing safety belt use; secondary capacity exists for impaired driving, speeding, distracted driving, and pedestrian safety campaigns. Campaign evaluation and performance reporting are required. All materials developed become Commonwealth property and require EOPSS/OGR approval before release.
The anticipated annual funding is approximately $500,000, subject to federal fund availability and campaign needs. Compensation must be structured as fixed fees and hourly labor rates; commission-based pricing is prohibited, and all media placements are reimbursed at actual documented cost. The performance period runs from November 2026 through September 30, 2027, with two optional one-year renewal periods available at OGR's discretion, contingent on satisfactory performance and continued federal funding.
The vendor must submit monthly financial expenditure reports within 15 days of month-end with detailed supporting documentation. Award notification is anticipated for November 2026.
