About this opportunity
The Massachusetts State 911 Department is soliciting applications for the Fiscal Year 2027 Support and Incentive Grant program designed to support enhanced 911 service provision and regional emergency communication development across the Commonwealth. Eligible applicants include Public Safety Answering Points (PSAPs), Regional PSAPs, Regional Secondary PSAPs, and Regional Emergency Communication Centers (RECCs). The procurement encompasses funding for enhanced 911 telecommunicator personnel costs, HVAC and environmental control equipment, Computer-Aided Dispatch (CAD) systems, radio consoles, console furniture and dispatcher chairs, fire alarm receiving and alerting equipment, public safety radio systems (for Regional PSAPs and RECCs), and annual maintenance contracts. Applications must be submitted via mail, hand delivery, or through Commbuys (BID # BD-26-1044-EPS90-1044E-125755) by 5:00 P.M. on Wednesday, December 30, 2026. All goods and services must be received on or before June 30, 2027, with the grant period running from July 1, 2026, through June 30, 2027. The State 911 Department will review applications within fifteen business days, with appeals available to the Executive Director within five business days of denial. Reimbursement requests must be submitted within thirty days of expense incurrence and one month of the contract end date, with the Department targeting processing within forty-five business days.
The grant program contains no specific set-aside designations for disadvantaged enterprises but requires all applicants to demonstrate compliance with MassGIS reporting requirements, PSAP/RECC Annual Certification of Compliance, and Continuity of Operations Plan filings. Regional Secondary PSAPs may request funding for customer premises equipment (CPE) maintenance, while Regional PSAPs and RECCs are eligible for additional funding based on the number of municipalities served, ranging from 1 to 18 percent of total surcharge revenues. The FY 2027 Support Grant allocates $40,491,171 in base funding, calculated using a formula that weighs both 911 call volume (based on 2025 data) and population served (based on 2020 U.S. Census data), with grantees experiencing decreased call volume or population receiving allocations equivalent to their FY 2026 awards. Additional incentive funding is available, including supplemental support of $15,000 to $125,000 for PSAPs dispatching mobile behavioral health crisis response services (based on 2024 call volume), $2,000 per credentialed TERT team member, and up to $314,000 in one-time funding for annual maintenance contracts for Regional PSAPs and RECCs. Grantees may reallocate up to 25 percent of total award amounts between approved categories without prior approval; larger reallocations require written State 911 Department approval at least fifteen business days in advance.
