About this opportunity
The Maryland Workers' Compensation Commission is requesting task order proposals for FY27 self-insured audit services under TORFP WCCB7600008, with proposals due November 18, 2026 at 2:00 PM through the eMaryland Marketplace Advantage system and a pre-TORFP conference on November 2, 2026 at 11:00 AM via Microsoft Teams. Award is restricted to certified small business vendors under Maryland's Small Business Reserve procurement program; only Master Contractors previously awarded contracts under the Audit Services Master Contract for Maryland (ASMC) 2020–2025 are eligible to submit proposals.
The scope requires auditing the validity and accuracy of claim payments, case reserve estimates, and IC-1 Annual Information Report submissions from 15 self-insured employers and governmental entities across multiple geographic locations including Maryland, Arkansas, Pennsylvania, North Carolina, Tennessee, and California. Remote access will be provided by third-party administrators or self-insured employers where possible. Deliverables include draft reports, final reports, summary reports, and support for up to eight stakeholder presentations as directed by the Task Order Manager.
The task order runs eight months from Notice-to-Proceed through July 1, 2027, with four additional option years available. Financial proposals must use fully-loaded hourly rates that do not exceed approved Master Contract rates, submitted via the provided Excel form; non-routine travel may be proposed as a separate line item. Labor categories include Partner, Manager, Cost Accountant, Financial Analyst, Audit Supervisor, Senior Auditor, Staff Auditor, Subject Matter Assistant Expert, and Business Process Consultant positions. The contract is subject to Maryland's Living Wage requirements, with tier level determined by primary service delivery location. Proposers must submit a Conflict of Interest Affidavit, Non-Disclosure Agreement, and Maryland Living Wage Requirements Affidavit. No federal funding is involved; no MBE or VOSBE subcontracting goals apply.
