Site visit attendance is required for any bid to be accepted, and visits are scheduled by appointment with Scott Smith at 816-262-3799. M/WBE participation is encouraged but not mandated.

The work covers removal of existing polyurethane foam roofing, three-tab shingles, felt underlayment, roof vents, flashing, and entrance fascia down to decking on two salt dome structures at the St. Joseph Metro Site in Buchanan County: Building "L" (approximately 82-foot diameter) and Building "M" (approximately 100-foot diameter). Contractors must also replace up to 30 sheets of 7/16" CDX sheathing and install 2x10 and 2x6 rafters at entrance areas. Requirements include proof of OSHA 10 certification for all employees, general liability insurance of not less than $600,000 per occurrence and $4,000,000 aggregate, business automobile liability at the same limits, and Missouri workers' compensation with $1,000,000 employer's liability. The contractor must self-perform a minimum of 10 percent of the work and submit a subcontractor list for any portion exceeding 1 percent.

The award will be a Blanket Purchase Agreement. Bids carry a 5 percent bid guaranty, and the awardee must furnish a 100 percent performance and payment bond. Prevailing wage applies under Chapter 290 RSMo, with Annual Wage Order #33 for Buchanan County attached, and building construction rates range from $35.27 to $77.86 per hour. Liquidated damages are $500.00 per day per item for delays. Substitution requests are accepted only within 15 days of the notice to proceed, with the proposer bearing the burden of proof on equivalence. Completion is required by May 18, 2027, including fifteen days for submittals. Closeout paperwork is due within 30 days after punch list completion, and missing that deadline may result in debarment or suspension from future MoDOT projects.

Questions go to Logan Wilbers by November 16, 2026. Bids close November 24, 2026 at 2:00 p.m. Central and must be submitted electronically through MissouriBUYS. Hard copies by mail, UPS, or FedEx require prior email notice to logan.wilbers@modot.mo.gov five business days before closing. Amendment 01 added a Specification attachment to the solicitation.
