About this opportunity
The Massachusetts Executive Office of Education is requesting proposals for the FY27 Targeted Teacher Diversity Grant, a competitive grant program with applications due July 31, 2026, at 3:00 p.m. EST. Eligible applicants are non-profit organizations only.
Approximately $100,000 in total funding will be awarded across up to three non-profit organizations as one-time funding, with all dollar amounts subject to change based on budget availability. The project period extends from approval through June 30, 2027, with all grant-funded activities required to be completed by the end date.
The scope targets non-profit organizations that provide cohort-based fellowship programs for early-career K-12 diverse educators, support schools and districts in auditing recruitment and selection practices, and create safe, supportive spaces for networking and community building through professional development and coaching. Grant funds cannot be used to discriminate based on protected characteristics, cannot exceed 10% for external contracts, and cannot be used for gift cards.
The EOE encourages non-profit applicants to obtain Massachusetts Small Business Purchasing Program (SBPP) certification, which provides scoring preference and requires demonstrated annual revenue not exceeding $15 million, 50 or fewer full-time equivalent employees, and principal place of business within Massachusetts. Applicants must comply with Massachusetts General Laws, including the MBTA Communities Act, and maintain good standing with the Massachusetts Department of Revenue.
Applications will be evaluated on a 100-point scale (maximum 105 with bonus) across six criteria: Organizational Capacity and Experience (10 points), Recruitment (20 points), Fellowship Model (25 points), Retention (30 points), Outcomes and Budget (15 points), and Scalable Impact bonus (5 points). Programmatic questions are due July 24, 2026, by 12:00 p.m. EST. Applicants must have their organization established in EOE Grants and should contact the grant manager at least five business days prior to the due date if temporary organization access is needed. Selected applicants may be required to submit recent audited financial statements and undergo fiscal systems review prior to award announcement.
