About this opportunity
Lane Council of Governments (LCOG), in partnership with Lane County, Oregon, is soliciting proposals under RFP FY27-010 for non-A&E planning consulting services supporting the Resilient Lane project, with a non-mandatory pre-proposal conference on November 19, 2026 and proposals due January 12, 2027 by 12:00 PM PST. No Disadvantaged Business Enterprise participation goal has been established, but the prime consultant must self-perform at least 51 percent of the contract value using qualified employees.
The consultant will provide technical support for three of six project components: Vulnerability Assessment of the surface transportation network, Emergency Transportation Routes designation, and Nature-Based Solutions Strategies. The work also includes stakeholder and community engagement and translation of technical findings for community members, technical advisors, and elected officials across Lane County's 4,722 square miles. Deliverables include technical memoranda, assessment reports, project lists, fact sheets, infographics, posters, tabletop exercises, and PowerPoint presentations. The consultant must attend biweekly Project Management Team meetings in years one and two, monthly meetings in year three, and support community advisory group meetings. Proposers must show experience with local and regional governments, transportation resiliency, and vulnerability assessments addressing various hazards. They must provide three references for similar projects completed in the last five years, using the Attachment D questionnaire, plus work samples with at least one vulnerability assessment example.
The anticipated contract value is $650,000 to $800,000, contingent on Agency approval of funding and performance needs. Contingency tasks totaling up to $86,000 may be authorized separately, and the Agency will assign a $45,000 stakeholder engagement budget. Compensation may be time and materials up to a not-to-exceed amount, fixed price, fixed price per deliverable, or fixed price per milestone, as the Agency determines. The period of performance runs approximately April 2027 through September 2030, funded by a Federal Highway Administration PROTECT grant. The draft contract requires $1,000,000 per-claim and aggregate professional liability insurance, payment within 45 calendar days of invoice receipt, and retainage of up to 10%.
Questions, protests, and requests for changes are due December 29, 2026. The Notice of Intent to Award is estimated 21 to 30 calendar days after the proposal due date, and contract start is anticipated within ten calendar days of negotiation completion. Reference questionnaires are scored from 0 to 10 across nine criteria and averaged.
