About this opportunity

The State of Colorado, through the Behavioral Health Administration (BHA), is soliciting a Documented Quote (DQ) from Denver County and Denver City for the procurement of Strategies for Self-Improvement and Change (SSC) training services. The contractor shall deliver five two-day SSC training sessions during State Fiscal Year 2027 (July 1, 2026 through June 30, 2027) in virtual and/or in-person formats to behavioral health and substance use treatment providers serving justice-involved individuals with substance use disorders across Colorado. The SSC curriculum is an evidence-based, cognitive-behavioral intervention structured around three phases—Challenge to Change, Commitment to Change, and Ownership of Change—with training content focusing on curriculum delivery, cognitive-behavioral therapy, relapse prevention, substance misuse patterns, and facilitation skills. The contractor must hold current certification as a Certified Addiction Specialist (CAS) or be a Licensed Addiction Counselor (LAC) in Colorado and must be approved by BHA as an SSC curriculum trainer prior to contract execution or within 30 days of contract signing. The contractor must demonstrate substantial, documented professional experience delivering behavioral health and justice-involved training programs for governmental or public-sector agencies, reflecting advanced-level expertise and primary responsibility for training delivery and curriculum implementation. Performance will be evaluated based on completion of five SSC training sessions and participant satisfaction, with a goal of at least 80 percent of participants rating the training as "satisfactory" or higher on post-training evaluations. Proposals must not exceed six pages and are due by April 28, 2026, at 3:00 PM Mountain Standard Time; questions regarding the solicitation must be submitted by April 22, 2026, at 2:30 PM MST, with answers published on April 24, 2026. The initial contract term runs for one year (FY26-FY27) with four optional one-year renewal periods at the State's sole discretion, contingent upon appropriated funds and satisfaction of contractual requirements.

No specific set-aside designations for disadvantaged enterprises, small businesses, or other restricted categories are indicated in the solicitation documents, and no incumbent vendors or current contractors are identified. Vendors must comply with all applicable Colorado laws, including CORE registration, Secretary of State registration, System for Award Management (SAM.gov) registration, E-Verify participation, criminal background checks for individuals with direct contact with vulnerable persons, and accessibility standards; the State is exempt from federal excise taxes and state and local use taxes. Contractors must comply with the HIPAA Business Associate Agreement (BAA) to protect Protected Health Information (PHI) and implement FIPS-compliant encryption for any PHI transmitted over the internet or insecure channels, with the contractor bearing all costs associated with breach response and maintaining a 24/7 point of contact for incident handling. Additionally, contractors must adhere to BHA's Finance and Data Protocols and Behavioral Health Accounting and Auditing Guidelines, submit cultural competency and health equity plans annually, and comply with monitoring requirements that may include monthly or quarterly calls, site visits, and programmatic reports. No specific award value or budget range is stated in the solicitation documents; however, the Exhibit B budget template references a sample total budget request of $319,805 after indirect costs, and contractors must submit detailed cost reimbursement budgets with line items for Personnel Services, Contractors/Consultants, Subawards, Travel, and Supplies & Operating Expenses that align with proposed deliverables.
