About this opportunity
The Colorado Department of Human Services, Behavioral Health Administration (BHA) has issued a Request for Proposals (RFP IBEH 2026000213) to procure statewide training services for Driving Under the Influence (DUI), Driving While Ability Impaired (DWAI), and Persistent Drunk Driver (PDD) counselor education and treatment programs in Denver County and Denver City. The contractor must deliver four annual two-day evidence-based DUI/DWAI curriculum courses (minimum 14 cumulative contact hours each) and four annual one-day Interlock Enhancement Counseling (IEC) training courses (minimum 7 cumulative contact hours each) through interactive virtual formats to eligible counselors employed by BHA-endorsed Behavioral Health Entities. All trainings must comply with 2 CCR 502-1 requirements, be completed by June 30 of each fiscal year, include no more than seven contact hours per day and 30 counselors per course, and be preceded by public notices distributed at least 90 days in advance with course materials provided three days prior to training. Key deliverables include annual curriculum review submissions within two weeks of contract start, annual training schedules within one week of contract start, and quarterly training completion records due October 15, January 15, April 15, and July 15. The contractor must verify counselor eligibility, manage all training logistics, ensure accessibility accommodations, maintain authorizations for proprietary curricula, and demonstrate trainer professional competency in impaired-driving education and treatment. Proposals will be evaluated on organizational capacity and experience (15 percent), DUI/DWAI training approach and curriculum (15 percent), mandatory IEC training and current authorization (15 percent), training delivery model (15 percent), trainer qualifications and staffing (15 percent), and budget submission (25 percent). Written questions are due April 24, 2026, at 4:00 PM MST with answers published May 1, 2026, and proposals must be submitted by May 15, 2026, at 3:00 PM MST via email as a single zip file not exceeding 15 GB, with a public bid opening scheduled for May 15, 2026, from 3:15 to 3:30 PM MST via Google Meet.
The procurement is restricted to Colorado-based organizations, with bidders required to be registered in CORE, the System for Award Management (SAM.gov), and with the Colorado Secretary of State before contract execution; background checks are required for vendors with direct contact with vulnerable persons. No pre-bid conference is scheduled, and no incumbent vendors or current contractors are identified in the solicitation materials. The contractor must demonstrate current authorization to deliver IEC training at the time of proposal submission with supporting documentation, and must utilize the LADDERS electronic record system for licensing applications and directory management. The contract will operate on a cost-reimbursement basis with allowable costs limited to personnel, materials, and operational costs directly related to service delivery, while unallowable costs include training, travel, equipment purchases, conferences, and professional development. Vendors may apply a federally negotiated indirect cost rate or elect the 15 percent de minimis rate on Modified Total Direct Costs (MTDC). The maximum annual contract amount is $49,000 for State Fiscal Year 2027, with the anticipated contract start date of July 1, 2026, an initial term through June 30, 2027, and potential renewals for up to four additional one-year periods at the State's sole discretion, not to extend beyond June 30, 2031. Proposals must not exceed five pages in length (excluding the completed budget template and authorization documentation) and must be submitted electronically with monthly invoicing thereafter required no later than 45 days after service delivery using BHA-provided templates.
