About this opportunity
The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) are seeking proposals through this Request for Proposal (RFP) to procure comprehensive weather forecasting services for the state of Missouri. The procurement requires the successful offeror to develop and maintain a website and smartphone application delivering 72-hour winter precipitation forecasts and 48-hour pavement and bridge temperature, frost, and winter precipitation accumulation forecasts customized for all Missouri counties, available 24 hours daily, 7 days a week. The contract period extends from July 1, 2026, through June 30, 2029, with two optional one-year renewal periods. Proposals must be submitted electronically through MissouriBUYS or by mail (USPS, UPS, or FedEx) by May 4, 2026, at 2:00 PM Central Time, with written questions due by April 17, 2026, and responses issued by April 22, 2026. Evaluation will be based on a multiattribute scoring methodology assessing experience and expertise (10 points), proposed method of performance including understanding of Missouri weather patterns, communication capability, product ease of use, and value-added components (40 points), proposed fee structure (40 points), and overall clarity and quality of the proposal (10 points). The successful offeror must demonstrate understanding of Missouri weather and climatology, MoDOT's maintenance operations, provide documented quality control methods, and furnish references for similar services provided within the past three years. Award will be made to a single offeror, and the top two highest-ranking offerors may be invited to participate in a five-day testing period of the proposed website and smartphone application.
There are no indicated set-aside designations restricting participation; however, the RFP encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation through subcontractors or joint ventures. The successful offeror must maintain general liability insurance of at least $600,000 per person and $4,000,000 aggregate, business automobile liability with matching limits, and Missouri workers' compensation coverage with $1,000,000 employer's liability. No incumbent vendor or current contractor is identified in the solicitation documents, and no existing infrastructure or technology integration requirements are specified. Pricing must be submitted as firm fixed prices for services rendered throughout the contract period at guaranteed-not-to-exceed rates. No pre-bid conference or site visit is scheduled. The RFP does not disclose specific budget ranges or estimated award values.
