About this opportunity

The Missouri Department of Transportation (MoDOT) and Missouri Highways and Transportation Commission (MHTC) issued an Invitation for Bid (IFB) seeking qualified vendors to supply Type III Movable Barricades on an as-needed basis for the three-year contract period of November 1, 2026, through October 31, 2029, with two optional one-year renewal periods available. The procurement targets two barricade configurations: four-foot wide units complying with specification MGS-09-01B and eight-foot wide units complying with specification MGS-02-11D. Each barricade must consist of three horizontal panels constructed from high-density polyethylene, wood, or approved alternative materials, mounted to free-standing portable bases with a minimum of two uprights, and equipped with MoDOT Type 4 retroreflective sheeting applied to both sides in reverse image configuration. All barricades must obtain manufacturer certification demonstrating compliance with MASH (Manual for Assessing Safety Hardware) Test Level 3 requirements when deployed in five configurations: as a standalone device, with two lightweight warning lights, with a lightweight substrate sign, with both warning lights and a substrate sign, and with appropriate MASH compliance labeling on the post. Pricing must include all associated costs, freight, and delivery to various MoDOT district locations throughout Missouri within thirty calendar days of order receipt, with payment terms of Net 45 and FOB destination with freight prepaid. Bids were due on April 20, 2026, at 2:00 PM Central Time and were accepted electronically through MissouriBUYS MOVERS or by mail via USPS, UPS, or FedEx, with hard copy submissions requiring five business days' advance notification to buyer Ashten Lorts at ashten.lorts@modot.mo.gov or (573-751-3685); email submissions were not accepted.

The solicitation includes preferences for Minority and Women Business Enterprises (M/WBE) and service-disabled veteran-owned businesses (SDVE), though no explicit set-asides are designated. Award determination will be based on the lowest and best responsive bid with single award designation, and bidders meeting Buy American requirements are entitled to a ten percent price preference and must submit completed Exhibit M (Anti-Discrimination Against Israel Act Certification) and Exhibit N (Domestic Products Procurement Act Preference/Buy American Form). Historical pricing data indicates current contract rates are $173.04 for four-foot barricades and $250.29 for eight-foot barricades, with total spending of $301,904.93 from October 2021 through April 2026 under the incumbent contract. Bidders must provide percentage discounts off manufacturer's suggested retail price (MSRP) for replacement parts for both barricade types and are subject to liquidated damages of $25.00 per day per item for late delivery, not to exceed twenty percent of the total order amount. No price increases are permitted during the first six months of the contract period or renewal periods.
