About this opportunity
The U.S. Coast Guard Civil Engineering Unit is soliciting bids on repair and replacement of Aids to Navigation (ATON) structures at Base Tongue Point/Columbia River in Astoria, Oregon under IFB 70Z08826B0000123, with bids due July 31, 2026. This is a total Small Business set-aside restricted to Small Business Contractors in NAICS code 237990 (Other Heavy and Civil Engineering Construction), registered and in good standing in SAM.gov.
The scope includes standard ATON maintenance—removals, replacements, and repairs of damaged structures—ATON fabrication, and surveying of completed structures for proper positioning. Work is structured across five contract line items: two base bids covering twenty items and three option line items covering eighteen items. All work must occur within the Columbia River in-water work window of November 1, 2026 through February 28, 2027. Contractors must commence work within 10 days of award and remain available for a minimum of 120 calendar days after bid closing.
Bidders must submit lump-sum job bids for all base and option CLINs; failure to price all items results in rejection. A bid guarantee of 20 percent of bid price is required, with performance and payment bonds due upon award. All bids must include SF 1442 (Schedule of Prices), Representations and Certifications, and a signed bid bond (SF 24). Insurance requirements include workers' compensation with $100,000 employer's liability, general liability of $500,000 per occurrence, automobile liability of $200,000 per person/$500,000 per occurrence, vessel liability, and Longshore and Harbor Workers Compensation Act coverage. Mobilization and demobilization costs must be included in all work item pricing.
Electronic bids are due through DoD SAFE no later than 1:00 p.m. Pacific Time on July 31, 2026, with public bid opening on August 4, 2026. Funds are not presently available; no award shall be made until funds are secured. Daily reporting, material submittals, and compliance with Coast Guard regulations regarding signal lights and navigational safety are mandatory.
