About this opportunity
New Kent County, Virginia is soliciting bids for EV fire blankets through a Quick Quote (unsealed bid) process via the eVA eProcurement system, with a proposal deadline of September 23, 2026. This is a Commonwealth of Virginia Department of Military Affairs procurement. Award will be made to the lowest responsive and responsible bidder, with preference given first to DSBSD-certified micro businesses (for bids up to $10,000), then to DSBSD-certified small businesses (for bids not exceeding $100,000).
The scope covers seven Bridge Hill fire blanket models designed for lithium-ion battery fires, ranging from small 4.9-foot by 4.9-foot blankets to extra-large 24.6-foot by 32.8-foot blankets in both reusable and single-use configurations. Bidders must submit firm unit prices for each item, with all costs including freight and installation. The contract includes a two-year warranty against defects in material and workmanship, with the contractor responsible for maintenance manuals, preventive maintenance, and equipment replacement or correction at no cost to the Commonwealth.
All proposals must be submitted electronically through eVA; bidders must be registered in eVA prior to submission. Vendor transaction fees are assessed at one percent of order value, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses. The contractor must comply with the Build America Buy America Act, domestic-content and tariff provisions, sexual harassment training requirements for contracted employees, and E-Verify program participation for employers with more than 50 employees. Invoices must be submitted within 365 days of delivery and include 15 mandatory elements established by the Virginia Department of Management and Analytics. The contractor must retain all books and records for five years after final payment and is subject to Commonwealth audit.
